Challenge

The goals were:

  • Attracting Cleaner Vessels to the Port
  • Encouraging Operational Change to Conserve Fuel
  • Improving Quality of Life
  • Supporting Marine Mammal Protection.
Solution

The CVI Program is based on a scoring system, which awards points for Vessel Speed Reduction (VSR) and Environmental Ship Index (ESI). VSR requires vessels to slow down to 10 knots or less from 20 nautical miles outside of the Territorial Sea Line, reducing fuel consumption and emissions. ESI evaluates vessels' nitrogen oxide, sulfur oxide, carbon dioxide, and particulate matter emissions, as well as their ability to use onshore power. Vessels that achieve high scores receive financial incentives from the Port Authority.
